Quant aux recettes générales ou Généralités. Leur nombre. Limité d'abord à quatre fut porté à seize par François I. Qui en 1543 érigea en cours souveraines les offices des conseillers généraux des finances et des aides. Rouen et Caen devinrent le siège d'une Généralité. Les trésoriers généraux furent établis par Henri II, et Henri III compléta cette organisation par l'établissement d'un Bureau des finances en chaque Généralité.
