PREFACE

THE publication of Part II (vols. iv-vii) of the 'Corps de Droit Ottoman' requires no further introduction than that prefacing Part I (vols. i-iii) published last year. The preface to Part I contains all necessary information as to the scope and scheme of the whole work, and the Editor has therein recorded his acknowledgements to those who furthered his enterprise as well as his recognition of the defects due to difficulties inherent to or incurred in its preparation and publication.

The award to Part I of an honour instituted by the Ottoman Government as a recognition for enterprises of public utility to the Empire, entitles the Editor to hope with confidence that the whole work will not fail of its main object of proving useful to the Government and subjects of H.M. the Sultan, and to the foreign representatives and residents in the Ottoman dominions.

To the last volume (vii) of Part II there have been added appendices, containing such important legislation as has been passed in the two years during which the work has been under publication, and which will be found to include two interesting financial reforms (app. v and vi) and an important improvement of the commercial régime (app. iii). The general index will, it is hoped, facilitate reference for the novice; though to the expert the logical sequence of subject-matter through the 125 titles and the separate subject-mass assigned to each volume will probably prove sufficient guide. The division into two Parts is arbitrary and merely for convenience of publication; but each volume
