It may also be said of foreign publicists, without any impeachment on their fairness, that most of them naturally take views suited to the position occupied by their own countries. They are neither able fully to enter into the belligerent needs of a state, the weight of which depends upon the stress which it can put upon its enemies by sea nor do they adequately feel the difficulties to which a country at once largely producing and maritime would be exposed if some of the more extreme theories of neutral duty were established as law.

About the author (2015)

William Edward Hall worked as a Software and Systems Engineer at Hughes Aircraft / Raytheon for 33 years; retiring as a Fellow in November 2013. He has been an elder for over ten years at a prominent evangelical church in Southern California. He resides in the South Bay near Los Angeles. Motivated by a series of vivid dreams, and having never written anything creative before, he began writing a series of books about time travel in June 2013. As he tells people: "He worked with science fiction for 30 plus years. Now he writes about it." He brings nearly forty years of engineering experience and Bible knowledge together. His first book, "In Between Time" was published in April 2014 via Amazon CreateSpace. The sequel "In Between Space" is being published in April 2015, again via Amazon CreateSpace. The third book in the series is already underway. The dreams provide the events and turning points of the plot. Then he connects the dots, provides the engineering, performs the research, develops the characters, and locates the Bible passage references and applicable songs. But most intriguingly, he continues to watch an amazing string of "coincidences" as they continue to unfold. The series takes place beginning in the year 2050. At the heart of it is a Love Story, which is wrapped in a Bible Study, and embedded within a science fiction tale. The stories attempt to make the Bible come alive in ways that are unique and gripping, as the characters get injected into Biblical narratives, as they deal with consequences requiring them to think and act "outside of the box" and as they learn to beware of unintended consequences.
