1830 el siguiente modo de proveer, al ajuste final de los restantes casos, á saber:

ART. I. La liquidacion de las restantes reclamaciones de los Subditos de Su Magestad Británica contra el Gobierno de Buenos Ayres, por actos cometidos por los Corsarios en la ultima Guerra, será removida á Londres.

II. Con el objeto de dar efecto á este Articulo, se nombrará una nueva Comicion, compuesta de 2 Individuos, nno nombrado por el Gobierno de Buenos Ayres, y el otro por el de Su Magestad Británica, en favor de los Reclamantés.

III. Dicha Comicion se reunirá en Londres á los 6 meses de esta fecha.

IV. Se dará la debida noticia del nombramiento y reunion de la Comicion, en la Gazeta de Londres, y se fijara un periodo limitado para la recepcion de las demandas, despues de cuya espiracion no serán admitidas ningunas.

V. Cón respecto à la forma en que dichas reclamaciones han de ser provadas y justificadas par las partes interesadas, se guiaran los Comicionados, por las reglas generales y practica de las Leijes de las Naciones.

VI. Tan pronto como sea determinado por la Comicion el monto de una Reclamacion, se entregará un Certificado (Bond) del misma, al Reclamante, firmado por los Comicionados.

VII. El monto especificado en tal Certificado, llevara el interes de 5 por ciento al año, en favor del Reclamante, desde su fecha, hasta que sea finalmente pagado por el Gobierno de Buenos Ayres.

VIII.

Se compromete à autorizar á la Casa de los Senores Baring en Londres, á proveer al pago de los montos de dichos Certificados, dentro de los siguientes plazos, ó antes, desde la fecha de cada Certificado, á saber:

ART. 1. The liquidation of the remaining Cases of His Britannic Majesty's Subjects against the Government of Buenos Ayres, arising out of the acts of their Privateers in the late War, shall be removed to London.

II. For the purpose of giving effect to this Article, a new Commission shall be named, to consist of 2 Individuals, one to be appointed by the Government of Buenos Ayres, the other to be named by His Britannic Majesty's Government on behalf of the Claimants.

III. The said Commission shall meet in London in 6 months from this date.

IV. Due notice of the appointment and meeting of the Commission shall be given in the London Gazette, and a limited period shall at the same time be fixed for the reception of Claims, after the expiration of which no others shall be entertained.

V. With respect to the form in which the said Claims shall be proved and substantiated by the parties interested, the Commissioner's shall guide themselves by the general rules and practice according to the Law of Nations.

VI. So soon as the amount of any Claim shall have been determined by the Commission, a Certificate thereof shall be delivered to the Claimant, signed by the Commissioners.

VII. The amount specified in such Certificate shall bear interest at the rate of 5. per cent per annum, in favour of the Claimants from the date thereof, till finally paid off by the Government of Buenos Ayres.

VIII. The Government of Buenos Ayres engages to authorize the House of Messrs. Baring, in London, to provide for the payment of the amounts, of the Certificates aforesaid, within the following periods, or sooner, from the date of each Certificate, viz:

1/3 in 6. months.
1/3 in 12. months.
1/3 in 18, months.

IX. The Government of Buenos Ayres further engages, so far as depends upon them, to assist in furthering the production of such Documents as may be required from them, in support of the Claims submitted to the Commission.

In virtue of which, and for the corresponding ends, 2. Copies of this Convention have been signed and exchanged in Buenos Ayres, this 19. day of July, 1830.

London, Foreign Office, Downing - Street 17th November, 1831.

Whereas on the 19th July, 1830, a Convention, between His Britannic Majesty and the Government of The United Provinces of Rio de la Plata, was concluded and signed at Buenos Ayres, for the purpose of establishing a Commission, to consider and decide upon all Cases that shall be brought before it, properly authenticated, of the capture and seizure of British Vessels, or detention of Property belonging to the Subjects of His Britannic Majesty, during the continuance of the War between that Republic and the Emperor of Brazil, the Commissioners appointed in pursuance of the said Convention hereby give notice that, under the power vested in them, they are ready to receive, hear, and determine, at their Office, in the Foreign Office, Downing Street, all Claims of the nature a foresaid; and all Persons whom it may concern are hereby desired to observe the Stipulation contained in the IVth Article of the said Convention, whereby no Claim will be admitted, which is not submitted to the Commission within 6. months after the present Notice.
