mitted to the approbation of its Government, prior 1831 to its coming into operation. A fourth part of the rated value shall be reducted in both States, in the levying of the Duties.

ART. XVI. The Custom-houses of Peru shall accurately prepare on stamped paper, which the Government, of Bolivia, shall transmit yearly for the purpose, Permits of the goods which are o be introduced into Bolivia through the Peruian Ports: and those of Bolivia shall prepare Corresponding Permits, upon stamped paper, which the Government of Peru shall also transmit yearly for the same purpose.

ART. XVII. The officers of Peru or Bolivia, who shall issue false Permits, shall be punished ccording to the Laws of their Nation, as if the ffense were committed against it, on the demand the Government which shall have sustained the jury.

ART. XVIII. The present Treaty shall be maintained in all its force and effect for the space f8 years, reckoning from the day on which the pproval of the respective Governments shall have een obtained; and it may be renewed or modified y mutual agreement, and the express consent of oth either before or after the conclusion of that

term.

ATR. XIX. Until the present Treaty shall have been constitutionally ratified, it shall be bindng on the Contracting Parties, with the mere aproval spoken of in the preceding Article from he Ist of January, 1832.

ART. XX. The present Treaty shall be approved, and the approvals exchanged, in the term of 40 days, reckoning from its date, or sooner, if possible; and it shall be constitutionally ratified 20 days after the meeting of each Congress.

In faith whereof, we, the undersigned Ministers Plenipotentiary of the Contracting Parties, have signed the present Treaty of Commerce, countersigned by the Secretaries of both Legations, at Arequipa, the 8th day of the month of Novem

Décret portant la séparation de la Nouvelle-Grenade et de Venezuela, proclamé par les représentans des provinces centrales de la Colombie, as semblés en Convention. En date du 17 Novembre 1831.

Nous, les réprésentants des provinces centrales de la Colombie, assemblés en convention;

Considérant que le peuple de l'ancienne Venezuela s'est érigé en Etat indépendant;

Considérant qu'en conséquence, le peuple de lancienne Nouvelle Grenade est libre, et qu'il est de son devoir de s'organiser et de se constituer de la manière qu'il convient le mieux à sa prosperité;

Considérant que les provinces centrales de la Co lombie possédent toutes les ressources, le pouvoir et la force nécessaire pour exister comme Etat indépendant et faire respecter ses droits;

Considérant qu'il existe divers intérêts, et devoirs qui, communs aux deux peuples, doivent être réglés d'un consentement réciproque, et que d'ailleurs il est utile de favoriser des traités d'union qui assurent, d'une manière stable, une amitié perpé tuelle entre les deux peuples, pour les rendre plus puis sants contre leurs ennemis;

Considérant enfin qu'en prenant cette résolution I est de toute justice de donner un témoignage éclaant de bonne-foi envers nos créanciers nationaux et étrangers:

ART. I. Les provinces centrales de la Colombie orment un Etat sous le nom de Nouvelle Grenade; sera constitué et organisé par la présente convention.

ART. II. Les limites de cet Etat sont les mêmes que celles qui, en 1810, séparaient le territoire de la Nouvelle-Grenade des capitaineries générales de Veezuela et Guatimala, et des possessions portugaises lu Brésil. Ses limites méridionales seront définitivenent tracées au midi de la province de Pasto, aussiôt qu'on aura décidé ce qu'il est convenable de faire u sujet des départements de FEquateur, d'Asnai et de Guayaquil. Un décret particulier déterminera la conduite qu'on devra suivre.

ART. III. Aucune population appartenant de fait à d'autres Etats, et cherchant à s'en séparer pour tre incorporée dans la Nouvelle-Grenade, ne sera admise, et vice versà il ne sera permis à aucune parfie de la population de la Nouvelle-Grenade de s'incorporer à d'autres Etats. La Nouvelle-Grenade ne reconnaitra aucune acquisition, échange ni aliénation de territoire, qu'autant qu'ils seront sanctionnés par des traites publics contractés conformément aux droits gens et ratifiés de la manière ordonnée par la constitution.

ART. IV. L'Etat de la Nouvelle - Grenade est disposé à faire avec l'Etat de Venezuela, de nouveaux traités d'alliance ou d'autres, pouvu qu'ils ne s'étenden. pas jusqu'à la renonciation aux droits de souverainetét

ART. V. Aussitôt qu'il serà possible, l'Etat de la Nouvelle-Grenade commencera, conjointement avec

1831 l'Etat de Venezuela, la délimitation des limites territoriales, et les arrangements qui doivent être pris au sujet des droits, intérêts et arrangements qui sont communs à toute la population de la Colombie, prenant pour cet effet les mesures qui, d'un consentement mutuel, seront regardées comme les plus convenables et les plus propres à établir une bonne intelligence sur chacun de ces objets.

ART. VI. L'Etat de la Nouvelle - Grenade reconnait de la manière la plus solennelle, et promet de payer aux créanciers du gouvernement, nationaux et étrangers, cette partie de la dette qui lui appartient proportionellement; il prendra, pour remplir ce devoir, les moyens qui seront jugés les plus efficaces.

The King's Most Excellent Majesty in Council.

Whereas by an Act, passed in the 4th year of the Reign of His Majesty King George the Fourth, intituled "An Act to authorise His Majesty, under certain circumstances, to regulate the duties and drawbacks on goods imported or exported in Foreign Vessels,

and to exempt certain Foreign Vessels from Pilotage," 1831 His Majesty is authorised, by and with the advice of His Privy Council, or by His Majesty's Order or orders in Council, to be published from time to time in the London Gazette, to authorise the importation into, or exportation from, the United Kingdom, or from any other of His Majesty's Dominions, of any goods, wares, or merchandise, which may be legally imported or exported in Foreign Vessels, upon payment of such and the like duties only, and with the like drawbacks, bounties, and allowances, as are charged or granted upon similar goods, wares, or merchandise, when imported or exported in British Vessels; provided always, that before any such Order or Orders shall be issued, satisfactory proof shall have been laid before His Majesty and His Privy council that goods, wares, and merchandise, imported into, or exported from, the Foreign Country in whose favour such remission of duties, or such drawbacks, bounties, or allowances, shall be granted, are charged with the same duties, and are allowed the same drawbacks, bounties. or allowances, when imported into, or exported from, such Foreign Country in British Vessels, as are levied or allowed on similar goods, wares, and merchandise, when imported or exported in Vessels of such Country:

And whereas by an Act, passed in the 5th Year of the Reign of His said late Majesty, intituled "An Act to indemnify all persons concerned in advising, issuing, or acting under, a certain order in Council, for regulating the tonnage duties on certain Foreign Vessels, and to amend an Act of the last Session of Parliament, for authorising His Majesty, under certain circumstances, to regulate the duties and drawbacks on goods imported or exported in any Foreign Vessels His Majesty is authorised (in certain cases), by and with the advice of His Privy Council, or by His Majesty's Order or Orders in Council, to be published from time to time in the London Gazette, to permit and authorise the entry into any port or ports of the United Kingdom of Great Britain and Ireland, or of any other of His Majesty's Dominions, of any Foreign Vessels, upon payment of such and the like duties of tonnage only as are or may be charged or granted upon, or in respect of, British Vessels:
